Ingredients

Step-by-Step Instructions
- Preheat oven to 350°F. Grease a 2 quart casserole dish.
- Measure the rice and place an even layer on the bottom of the greased dish.
- Mix together the flour, chili powder, salt, black pepper, and red pepper in a small bowl. Sprinkle 1/3 of this flour mixture over the rice layer; dot with a little butter.
- In a separate bowl, mix the raw ground beef with the finely chopped onion and bell pepper. Spread this meat mixture evenly over the rice. Sprinkle another 1/3 of the flour mixture over the meat and dot with butter.
- Make a layer with the tomatoes, including the liquid. (Note: you might want to try substituting with Rotel Brand Tomatoes for extra flavor and spice.) Sprinkle another 1/3 of the flour mixture over the tomatoes.
- Spread the drained corn on top and dot with the remaining butter.
- Sprinkle bread crumbs over the top to form a light crust. Cover the casserole with aluminum foil or a lid.
- Bake covered in the preheated oven at 350°F for 45 to 50 minutes, until the rice is tender and the beef is fully cooked. Let stand 5 minutes before serving.
